Workforce Efficiency Programme

As demand for healthcare services has continued to grow the number of permanent staff in the NHS has remained relatively static. The need for NHS organisations to optimise their utilisation of the existing workforce has never been greater.

Often the demands of day to day service delivery, and the multifaceted nature of integrated working, can make the process of understanding, analysing and opportunity spotting improvements in workforce efficiency both complicated and difficult to resource.

Arden & GEM’s Workforce Efficiency Programme has been specifically designed to support the NHS return to clinical, operational and financial stability. This system-level programme provides a multidisciplinary end to end package of support to reduce agency expenditure and identify the value of opportunity savings - while mobilising a range of deliverables across multiple systems and provider collaboratives. Our support provides the increased system capability and capacity required to deliver on NHS workforce plans while demonstrating the efficient and sustainable use of NHS resources.

Our Workforce Efficiency Programme provides an established approach to releasing efficiencies and increasing capacity. This includes:

  • The development of a robust, coproduced self-assessment baseline diagnostic of collective system governance and procurement arrangements, workforce reporting, tracking and control mechanisms - while benchmarking against NHS areas of good practice
  • Workforce data and financial analysis of staffing arrangements, modelling of potential value of opportunity and informing a system-wide view of workforce challenges and options for efficient and sustainable use of NHS resources
  • Arden & GEM can also support the implementation of recommendations via our diverse skills base and extensive service portfolio. This includes executive strategy and development; workforce planning and modelling; efficiency, productivity and financial planning; workforce system deployment; system collaborative bank development; project management capability and capacity; business intelligence and dashboard development; clinical support and networks and procurement and commissioning support.

Why Arden & GEM?

We have a proven track record of supporting organisations and systems in the devolvement and delivery of strategic workforce planning and workforce reporting. This includes working collaboratively with both individual and multiple organisational spanning provider organisations, primary care, local authority and the voluntary sector.

We work with our clients to develop a roadmap to support mobilisation of rapid interventions to reach your system ambitions and expenditure targets. This will include finance, workforce and quality metrics, measuring impact and benefits realisation, including the overall agency expenditure target of 3.7% for systems.

Our work with the Greater Manchester Provider Collaborative highlighted a potential saving of £53 million in agency savings.
