Arden & GEM CSU to support first procurement of an MCP contract

NHS Dudley Clinical Commissioning Group (CCG) has launched the first multispecialty community provider (MCP) contract, supported by NHS Arden & GEM Commissioning Support Unit’s (CSU) award-winning procurement team.

The procurement, potentially worth up to £5.4bn, will cover delivery of a range of healthcare services, including primary care and community care, to 315,000 patients for a 15 year period.

The preparation for the procurement launch has been both extensive and complex, with an initial market engagement event taking place in January 2017 which in itself differs from the traditional approach to market. The event was attended by over 60 organisations, featuring input from the CCG, Local Authority and representation from the Primary Care Steering Group.

The day included a marketplace for potential bidders to showcase their organisations to other providers, an overview of the contract requirements, stakeholder presentations, and also enabled a two-way dialogue through facilitated discussions.

Warren Simms, Associate Director of Procurement and Market Management at the CSU, said, “We have drawn upon our health and social care experience to support and deliver this complex tender. This experience best places us to provide innovative approaches to market for new contract forms designed to deliver the challenging requirements.”

A Post Qualification Questionnaire (PQQ) has been published for potential providers to respond to and will close on 13 July 2017. Bidders will then be selected to participate further through a competitive dialogue process, with the contract coming into effect on 1 April 2018.
